Bureaucrats will patiently explain how their system works. Most times they can get away with this sounding like the final solution to your problem.
For you to say, "I understand what you are telling me but, I don't accept the situation," is so upsetting to a bureaucrat it must be repeated several times.
Don't go away. Keep probing for an acceptable solution.
Oftentimes this will result in a more suitable solution being proposed.
Go for the Win-Win option. Praise the antagonist for her/his creative problem-solving abilities.
You can't win every time, though.

A man was observed approaching ladies asking them to sleep with him.
Someone said to him, "Wow! You must get slapped in the face a lot."
"Oh Yeah!" he would reply. "But, I get to sleep with a lot of ladies!"
