When money is involved in a dispute, it's important to ask yourself, "Who controls the money?"

When the dispute is with a bully (government, regulated monopoly or any arrogant protagonist) a dialogue remains open as long as you possess the money. Once you transfer the money to the bully, the dialogue will cease. The noise may continue but, any further meeting of the minds will not exist.

Initiating or returning phone calls will be the bully's responsibility.

Don't overlook the escrow option to avoid a charge of non-payment. The bully will still have to perform to complete the transfer to the bully's account.
