Controlling paper depends on your own access. You can be the author, possessor, distributor or all three. Of course, power and influence emanates the greatest from the latter.
One of the best descriptions of how to control the paper and access to the key decision maker, is the book on the tactics employed by Adolph Hitler's right hand man, Martin Bormann. The book is called "The Secretary" and was written by Jochen Von Lang. The copy I own was published by Ohio University Press / Random House.
If your superiors are behaving like bullies, refer to your paper collection as your "dirt box" (see related topics). Store these documents offsite in a safe place. When they call your bluff, retrieve a COPY of the document they least expect you to have in your possession.
Three times I received valuable advice from persons who would only give me the title of a book. On two of those occasions I expended a great deal of time and energy getting a copy. Both times the recommender was only a few feet away from their own copy. In the first instance, there were about 200 copies in the next office which were stocked for supplying to paying clients.
In the third case, the recommender was kind enough to name the bookstore. Fortunately, I acted quickly enough to purchase the last copy in the store. I was not the only recommendee!
