Bureaucrats are from Mars and entrepreneurial managers are from Krypton.

Bureaucracies survive and prosper when all bureaucrats follow prescribed forms and procedures. Bureaucrats themselves survive and prosper by doing the same.

When you appeal to a supervisor for help with your problem you are in contact with someone who has survived longer than his or her colleagues, or is adept at following procedures, or both.

You, as an entrepreneurial type, are more concerned about process: getting things done efficiently, getting from A to Z by the quickest route, gaining unique or preferential treatment, engaging in creative problem solving and following logical paths. Any hint of one of these objectives causes a bureaucrat to feel uncomfortable if not antagonistic.

Whenever you approach a bureaucrat keep this fact of life in mind. The words you use, the tone of your voice, your entire demeanor and your stated objectives will determine an outcome in your favor.

If you're prone to being upset with bureaucratic behavior or lack patience, delegate your negotiating to an associate who is a real charmer.

A good analogy is the advice for teaching a dog tricks, "You must be smarter than the dog."

If you can discover a better way to manage a large bureaucracy, the whole world will beat a path to your door.
