Bureaucracies hire "red-ink" people to police their "red tape."

They consider it an insult when someone neglects to fill in a blank section of the form around which their entire livelihood revolves. This insult deserves punishment or even a counter-attack.

The more naive or stupid your insertion the more nurturing you will receive from the all-knowing gatekeeper.

Try applying the poor-senior-citizen-gambit if you're over forty.

Rampant corruption

I had heard corruption was rampant in a certain city.

I blamed my naivety on my youth when it was most likely my slowness of wit. At least, that was the charge from a person to whom I complained about not being able to pass a test for a license.

Note I used the word, "slowness" and not "stupid." It took some time for me to conclude the bureaucrat was holding out for a bribe.
