Are You Dealing With POPOs or Shooting Stars?

POPOs are bureaucrats who have been Pissed On and Passed Over. They could very well be competent individuals who have been neutralized by an unfortunate set of circumstances or by office politics. They could fulfill a valuable function with the bureaucracy but, they are powerless to create changes or to solve problems extending beyond their own cubicle.

POPOs will often display their talents outside the bureaucracy in volunteer organizations or through a hobby.

Shooting Stars, on the other hand, are people on the fast track to senior management. They are problem solvers who can get to the root of your problem very quickly and will amaze you with the speed at which they can cross over lines of authority in solving your problem.

Their problem solving skills are usually complemented with good social skills. Some are spurred on by an ambitious spouse who directs his or her social schedule through all the right circles, while they are concentrating on improving their golf game.

The POPOs can give you valuable insights while the Shooting Stars will get you action. It's up to you to know the difference.
