You may think you are being rescued from an intransigent automaton when your request to speak to a supervisor is granted.
If you are in contact with an office having a high turnover of incompetents, you could be connected to another incompetent who remained in that office long enough to have the experience for the promotion to supervisor. Competence is not the only criterion for attaining seniority. It's possible the supervisor was skillful at keeping his or her nose clean or couldn't find employment elsewhere.
Devise questions for testing the competency and the attitude of this person identified as a supervisor. It could be the referee is an intransigent incompetent clerk who sits beside the first clerk. The real supervisor may be a bully who doesn't like receiving a lot of referrals from the clerks.
Be certain to obtain the name and title of the "supervisor." It could come in very handy later as well as being a mild form of intimidation in the conversation.
