Intelligent managers defend a cluttered desk with a whole set of justifications and point to an impressive performance record. It's highly probable they are performing well in spite of a cluttered desk and they are simply overcoming the obstacle with superior capabilities.
Most of the really top performers seem to maintain clean desks.
I have perfected my skill in reading text upside down. This comes in handy when I'm arguing the case for a clean desk policy. Once I begin reciting the contents of the sensitive documents piled on the person's desk top, I end up winning most arguments. I tend to lose at changing old habits unless they seek a return on the payment of a hefty consulting fee.
